Trade between Taiwan and Singapore has never been higher. For Taiwanese technology companies, the opportunity now is to move from shipping products to winning projects, in Singapore and across Southeast Asia.

In 2025, Taiwan became Singapore’s largest merchandise trading partner, with bilateral trade of around S$170 billion, ahead of China and Malaysia. It is a remarkable shift, and Taiwan’s representative office in Singapore hopes to keep the top spot for a second year.
Behind the figures there is a quieter opportunity. Singapore is not only a buyer: it is where Southeast Asia’s cities test new ideas before they scale, from cleaner air and efficient cooling to smarter mobility and greener buildings. Many Taiwanese companies have exactly the technology these projects need. Fewer have found the way in.
A framework that already exists
ASTEP, the economic partnership agreement between Singapore and Taiwan, covers not only trade in goods and services but also government procurement. In December 2025, the two sides also signed an updated agreement on double taxation. On paper, the door is open: Taiwanese suppliers can compete for the public contracts the agreement covers.
Why an open door is not enough
Public projects in Singapore are rarely won by the best product alone. The companies that arrive with excellent technology and still go home empty-handed usually stumble on the same things:
- Who specifies is not who buys. Consultants and agencies shape the requirements long before a tender is published. By the time it appears, it is late to be introduced.
- References weigh more than brochures. Evaluators look for projects delivered in similar conditions, ideally in Singapore or the region.
- Local standards take time. Certifications and approvals, from green building labels to safety requirements, need to be in place before the opportunity appears, not after.
- Presence matters. Many contracts expect someone on the ground who can take responsibility for installation, maintenance and support.
- Decisions are slow, relationships are long. Trust is built over years, not over a single trade mission.
Where the opportunity is
Singapore’s priorities are clear: greener buildings, cleaner air, smarter mobility, more efficient cooling and better use of water. These are areas where Taiwanese manufacturers are strong, and where public buyers are actively looking for proven solutions.
Singapore also works as a reference. A project delivered here is the most convincing credential when the conversation moves to Kuala Lumpur, Jakarta or Ho Chi Minh City.
In short
The trade figures show that Taiwan and Singapore already trust each other as partners. The next chapter will be written in projects: in the streets, buildings and transport systems where technology meets public procurement. The companies that prepare early, with references, certifications and a partner on the ground, will be the ones that turn a trade relationship into a lasting presence.
